A Victorian union official says the state government has guaranteed all jobs followingtransport giant National Express' shock decision to pull out of its rail and tram networks.

Rail, Tram and Bus Union Victorian secretary TREVOR DOBBYN says the government's givena written guarantee that jobs, conditions and employee entitlements will be protected.

He's told ABC radio that National Express' situation shows that the privatisation programundertaken by the KENNETT government has failed.

UK-based National Express -- which runs bus and train services in Victoria as wellas the M>Tram network in Melbourne -- says talks with the state government over the past12 months have failed to resolve contract issues.

The company's pulling out of its Melbourne train and tram operations, but will stillrun buses in four states.
